Cap Circumvention Penalty

So I have gone back and forth with some and have come to a conclusion on the rule as it will stand for this season.
This is the verbal warning to everyone as of roster lock tomorrow (Dec 3rd, 2017).
Any offenders rostering a team (even if only 1 game has been played - early etc) that is over the cap will immediately be penalized a $1m loss against their cap for the rest of the season. Ex. A drop from $100 to $99m
A second offense will be a $2m loss for the season.
A 3rd offense will see a $10m loss in cap for the season and their earliest pick being moved to the back of said round (even if it's a pick you have traded for). Ex. You trade for the 1st ov but are a 3 time offender, that pick becomes the 14th ov.
I know it's super harsh.. it's a quick fix rule for the rest of the season that I hope we never have to enforce. After the season we can discuss changes if need be.
