Expansion Rule Notes

Post by StarsGM »

GENERAL EXPANSION RULES

PLEASE ENSURE THAT YOU READ ALL RULES CAREFULLY

- Expansion Draft will be a reverse snake order between the two expansion teams. First pick will be selected at random.

- Rosters/FA/waivers will be frozen prior to the draft.

- NHL Roster - Can Protect 20 Players (Must leave at least 5 exposed) (See protection format for breakdown of requirements)

- AHL Roster - Can Protect 20 Players (Must leave at least 5 exposed) (See protection format for breakdown of requirements)

- If your roster contains more than 25 players on the NHL or AHL side you may only protect upto 20 players, the remainder will be exposed. If you have less than 25 players on a roster, 5 must be exposed and the rest are protected.

- Any Current Free Agent in our league may be selected. (Selections don't have to only come from the exposed list)

- Any Player making less than the waiver limit can be taken during either draft, regardless of which exposed list they are on.

- Any player that currently has or is expected to have LTIR status cannot be exposed and must be protected unless all other exposure requirements are met. (You have 5 non LTIR expected players exposed, 1 of which meets the goalie exposure requirement, 1 of which meets the D-man exposure requirement).

- All Draft selections are protected (Previous 2 years of draft selections - 2021 Draft and 2022 Draft)

- 1 current Real NHL rostered goalie must be exposed (Can be either a back up or starter)

- Expansion teams will have their first junior draft after their first season is complete.

- Expansion teams will be granted one and two waiver priority (team who drafted 2 will be given priority number 1, team who drafted 1 will be given two) for their first season.

- Expansion teams will be allowed to carry 20 junior players on their roster in Season 2 and Season 3, with season 4 going back to the normal 15.

PROTECTION FORMAT

Each team must submit their list of 20 NHL protected players, along with their full roster
**1 NHL Dman must be exposed, 1 Real NHL Rostered Goalie must be exposed(unless done so in AHL exposed list)**

Each team must submit their list of 20 AHL protected players, along with their full roster
**1 Real NHL rostered goalie must be exposed if wasnt done so in the NHL player protected list.**

**PLEASE SEE PROTECTION FORMAT POST BELOW FOR ROSTER LAYOUT POSTING**

PRE-EXPANSION DRAFT TRADING

- Teams may make trades with the new expansion teams prior to the expansion draft in order to try and protect an exposed player. If using picks, they must be for the 2023 or 2024 draft year.

- You may only make 1 deal with each expansion team to try and protect 1 player per deal and it must not override exposure requirements. (You cant expose only 1 NHL goalie then make side deals with both expansion teams to protect that goalie)

- If a deal is made, you must message the deal to either Vancouver or Dallas and we will post the trade with the protected players name hidden. That way it protects the Team from extortion between the expansion teams and the team the deal was made with.

Examples

Team A wants to protect Player A
Team A offers a 3rd round pick in 2023 to Expansion team B not to take player A
Team A also offers a 4th round pick in 2023 to Expansion team C not to take player A

In this scenario its a trade of picks to not select a single player, you can determine the fair value for the protection of the player between you and the expansion team during negotiations.

Team A wants to protect Player A and Player B
Team A offers a 4th round pick in 2023 to Expansion team B to not select Player A.
Team A offers a 3rd round pick in 2024 to Expansion team C to not select Player B.

In this scenario, Team A is taking a gamble and hoping both players end up protected by striking a deal with both expansion teams to not select one of the exposed players they still wish to protect. There's no assurances that Expansion team B wont take Player B instead, or Expansion Team C wont take player A.

Team A wants to protect Player A and Player B
Team A offers a 2nd round pick in 2023 to Expansion team B to Select Player C instead and not Player A.
Team A offers a 3rd round pick in 2024 to Expansion team C to Select Player D instead and not Player B.

In this scenario Team A wants to still protect two of their exposed players. They strike a deal offering picks in hopes the expansion team will take an agreed exposed player instead, hopefully to end up with both players protected. This scenario offers some assurances, but expansion teams could still circle back and possibly select the opposite player. Expansion team C could take Player D as per the first deal, then in a later round select Player A, since only Player B was protected in a deal with expansion team C, and player A was only protected in a deal with Expansion team B.

Formating (to be posted on your updated team page - look at mine as an example):

When posting your final roster please ensure that it is in the following format and to keep in mind:

-Only 20 players can be protected at the NHL level
-Only 20 players can be protected at the AHL level
-Only 2 contracts at +1.5m can be at the AHL level
-All 2020 prospects must be called up to either the NHL/AHL levels
-Junior team can have 15 max players with 2021/2022 draftees
-Any team with less than 25 players at either level must still expose 5 players.
-Any team above 25 players may still only protect 20 and expose what's left.

***If a player is not submitted on your final roster submission and is accidentally overlooked (ex. Dante Fabbro's name was missed) that player is no longer your property and becomes a free agent. So be diligent in checking over your names at all levels.

Format - please list the current 2022/2023 team and total salary for each player.. if a player is an RFA or UFA please state clearly with last year's total salary:

NHL level:

Protected:

1.
2. Tyler Seguin (DAL) $13,000,000
3.
4.
5. Kirby Dach (MTL) (RFA) $925,000
6.
to 20.

Exposed (following the guidelines):

1.
2. Sam Montembeault (MTL) $1,000,000
3.
4.
5.
And more if above 25 players

AHL level:

Protected (with 3 asterisk beside players over 1.5m)

1.
2.
3. Jack Eichel (VGK) $10,000,000***
4.
to 20.

Exposed (following guidelines):

1.
2.
3. David Krejci (BOS) $1,000,000
4.
5.
And more if above 25

Junior roster (with year drafted clearly stated)

1.
2. Owen Power (2021)
3.
4.
5.
Up to 15 players

Please ensure that you are following this exact format to keep consistency. Failure to do so will result in you having to redo your entire list. Please ensure that you double check that all salaries are correct. Please double check all player names/numbers for your rosters.

Once your roster is posted, there are no more trades or movement between your rosters until reopened.

Please have your updated rosters on your team page + submit your final (all 3 levels) roster to the Roster Submission Thread.
